Background

Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) is a USAID program implemented by Deloitte Consulting, which aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of partners, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project works in 11 governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.

Objectives

The Human Resources (HR) Officer will provide support across a full range of HR functional areas to include workforce planning, talent acquisition, staffing and selection, employee development, compensation, benefits, policy, performance management, rewards and recognition, and retention. He/she will work with the HR team to develop, implement, and influence HR policies, and advise on ways to streamline HR administration processes.

Specific Tasks and Deliverables

  • Ensures accurate and comprehensive employee records and enters all employee information into HR Information System (HRIS);
  • Partners closely with Finance to ensure all timesheets are filled completely and all signatures/approvals are in place prior to sending paperwork to Finance/Payroll;
  • Runs relevant reports out of HRIS and proactively shares reports to appropriate internal teams, (e.g. salary reports to Finance, contact list to staff, recruiting/onboarding and probationary reports to hiring managers, leave balance reports, etc.);
  • Reviews project goals and workplan activities to help recruit candidates quickly;
  • Actively researches online profiles of professionals in related fields of project activities, researches business groups/associations and finds strategies to attract qualified talent;
  • Prepares job descriptions and posts job advertisements in various sources of media depending on the position;
  • Coordinates rotating orientation schedule and proactively updates orientation materials and makes improvements to orientation process and programs to ensure a seamless onboarding experience for new staff;
  • Serves as key contact for new hires for all onboarding inquiries;
  • Serves as employee liaison and explores solutions to common employee issues and concerns;
  • Organizes team building activities and promotes organizational culture of inclusivity;
  • Posts HR related notices, documents and updates;
  • Develops training and development programs;
  • Tracks employee leave requests and balances;
  • Tracks internal transfers, contract amendments, separation payments, etc;
  • Collects and reviews HR documents and ensures completeness, accuracy and conformity to specified requirements; contacts external and internal individuals to obtain missing or inaccurate information until HR records are thorough and complete;
  • Ensures that HR records are managed securely and electronically archived;
  • Regularly audits HRIS to ensure accuracy and resolves any data errors;
  • Provides counseling and consultation to managers and staff for issues related to code of conduct, workplace harassment, disputes, and other complex HR issues;
  • Manage disciplinary actions and grievance issues;
  • Answers HR issues and questions quickly for all staff especially for new hires, terminating employees and those going on personal/medical leaves;
  • Provides verbal/letterhead employment verification;
  • Provides information as required by Compliance Officers/Auditors during audits;
  • Manages exit clearance process and checklist with departing staff;and
  • Performs other duties as assigned by supervisor or project leadership.

Reporting Relationship

The HR Officer will report to the HR Manager.

 Critères d’éligibilité

  •  Degree in Human Resources or relevant field such as Business Administration, Organizational Development, Behavioral Sciences, Psychology, Sociology
  •  7+ years of proven experience working in HR administration with knowledge of HR functions (payroll, compensation and benefits, recruitment, training and development, etc.)
  •  Understanding of Tunisian labor code, HR related regulations and HR best practices
  •  Demonstrated proficiency using an electronic HR data management system
  •  Familiarity of corporate health insurance packages, processing and guiding staff with claims
  •  Ability to take initiative to anticipate and respond to staff/HR team needs
  •  Superior organizational skills and excellent attention to detail and accuracy
  •  Demonstrate sound judgment and discretion in handling confidential information
  •  Must possess strong understanding of English, in addition to French and Arabic
  •  Experience using IT tools, e.g., Excel, PowerPoint, Word, Office 365, SharePoint
  •  Customer service attitude and responsiveness
  •  Requires a high level of professionalism, maturity, confidentiality/discretion and trust

Background

TADAEEM project is implementing USAID’s Tunisia Accountability, Decentralization and Effective Municipalities. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The Project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 12 governorates, 33 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country. TADAEEM has four Regional Hubs in the following governorates: Gabes, Kairouan, Kef and Tozeur.

Objectives

The USAID funded TADAEEM Project is seeking a Grants Specialist in four regions (Kef, Kairouan, Gabes and Tozeur) to provide support with the overall Grants Program in the Hub. The Grants Specialist will be responsible for collecting the information needed to process each grant, liaising between TADAEEM and grantee organizations, and responding pragmatically to unanticipated issues. TADAEEM is seeking someone who team-oriented, with excellent attention to detail, organizational skills and communication skills.

Specific Tasks

  • Assist the overall Grant Program;
  • Provide support to the Regional Hub technical staff in developing SOWs and concepts for grants, as applicable;
  • Serve as principal contact for all Grant Recipients in the Regional Hub;
  • Participate in post award kick off meetings;
  • Monitor the smooth implementation of grants by Grant Recipients;
  • Monitor Grant Recipient compliance with USAID rules and regulations during the implementation of grant activity;
  • Conduct site visits to grant recipients, as applicable;
  • Develop clear recommendations based on site visits to project sites, project implementation challenges and grantee inputs;
  • Collaborate with grantees to provide project management support, as well as guidance on USAID rules and regulations;
  • Daily communication with grantees, to optimize the relationship between TADAEEM and its grantees and to ensure timely organization and facilitation of activities related to the grant’s projects implementation;
  • Ensure that grants are progressing in a timely manner, and with the required level of quality;
  • Making suggestions to improve those processes and systems;
  • Follow up with the grantees for submission of contracts, reports and other necessary documents and information;
  • Provide support in logistical arrangements, including Grant Information Sessions planning and implementation;
  • Support Tunis Grants Officers in all reporting activities and perform all other duties assigned by the Regional Manager;
  • Provide support with Grants-related vendors relations and procurement activities; and
  • Other duties assigned by the supervisor.

Reporting Requirements

The Grants Specialist will report directly to the Grants Officer or the Regional Hub Manager as needed.

  •  BA/BS degree
  •  Strong project management and time management skills
  •  Previous experience with USG/USAID grants management is preferable
  •  A demonstrated ability in support to development projects and in liaising and cooperating with Government officials, NGOs, media and other stakeholders
  •  Self-motivated and availability to work under the pressure
  •  Team-oriented, possesses a positive attitude and work well with others
