Background

USAID’s Tunisia Accountability, Decentralization and Effective Municipalities (TADAEEM) Project is a 4-year project that aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. Deloitte, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The Project team will work in 11Governorates, 31 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country through four regional hub offices located in Kef, Kairouan, Gabes and Tozeur, supported by headquarters in Tunis.

 Objectives

The MEL officer will implement and manage the TADAEEM Monitoring, Evaluation and Learning operations across all project locations in coordination with TADAEEM technical staff under the supervision of the MEL Manager in Tunis with specific attention to the following tasks.

Specific Tasks

  • Responsible for the tracking, monitoring, reporting and documentation of TADAEEM project activities under the supervision of theMEL Manager in Tunis;
  • Support and coordinate the collection, synthesis and analysis of project data, including updating indicator tracking sheets;
  • Provide training for project staff and counterparts as-needed in French and/or Arabic;
  • Produce guidance, templates and instructions for project staff in French and Arabic;
  • Responsible for working with TADAEEM technical staff to ensure data collection and reporting systems;
  • Responsible for data entry, data audits, graphs and tabulations for reports and other documentation and explanatory text, as needed;
  • Manage online reference portal and online data for internal project use, including upload of reports and materials for access by project staff;
  • Document lessons learned for incorporation into TADAEEM continuous learning on what works for activity implementation, strategies and achievement of intended results;
  • Design, test and maintain tools, forms, procedures and systems as needed to ensure consistent, quality data collection and reporting;
  • Responsible for translation of MEL data collection tools in multiple languages including questionnaires, data collection forms, reporting and documentation of activity support in French and Arabic, and English for USAID; and
  • Any other duties as assigned by MEL Manager or project leadership.

Reporting Requirement

The MEL Officer shall report to the MEL Manager and/or the COP or DCOP.

 Critères d’éligibilité

  •  Minimum Years of Experience: 5
  •  Minimum Degree Required: Bachelor’s degree in marketing, research, statisticsor another relevant field
  •  Previous experience conducting research with primary data sources
  •  Demonstrated ability to track implementation of processes, activities and/or programs, and draft recommendations for improvement
  •  Attention to detail, ability to meet and exceed deadlines, self-motivated with excellent time management and communication skills (verbal and written)
  •  Strong knowledge of Microsoft Excel and Word required
  •  Knowledge of the software SPSS (STATA, e-views or other software of data analysis)
  •  Demonstrated organizational management skills required to track staff movements, activities, reports, data and ensure complete and accurate record management
  •  Outgoing personality able to engage effectively with counterparts and technical staff and work as part of a supportive team to document results objectively and in clear terms
  •  Past experience with donors’ projects is preferred, especially in terms of reporting, monitoring and evaluation
