As the camp was wound down, we helped refugees unable to return to Libya to build new lives in Tunisia.
  • As well as supporting refugees, Islamic Relief has implemented projects in health, water and sanitation, food security, education – as well as schemes enabling poor families to earn a decent living. We also support capacity building of local associations in the country.
  • Currently Islamic Relief is focusing on the sector of Education in partnership with UNICEF and the Ministry of Education.
  • For Its project ‘’Wash in schools’’ which aims at refurbishing and building latrines in primary schools, Islamic Relief Tunisia is recruiting a Civil engineering technical advisor.

KEY AREAS OF ACCOUNTABILITY:

Scope of the Role:

Reporting to the project Coordinator, the project officer the Civil engineering technical advisor is responsible for delivering, monitoring, and reporting on the technical components of Islamic Relief (IR) work in Tunisia in regards to latrines construction and refurbishment.

In rebuilding/restoration/constructing latrines inside schools, it is essential that the position holder is able to take responsibility for the quality delivery of work in accordance with national and international standards.

He/she will also be responsible for representing the organization when conducting field visits.

  • KEY ACCOUNTABILITIES
    • The position holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.
  • KEY ROLES/RESPONSIBILITIES
    • • Provide overall technical assistance to Islamic Relief construction projects, from their planning to their implementation and monitoring.
    • • Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.
    • • Responsible for conducting need assessments in schools targeted by Islamic Relief for the rehabilitation and construction of latrines in coordination with the project coordinator, project assistant and the relevant CREs.
    • • Prepare a field visit report after each visit to one of the targeted schools in coordination with the project coordinator and the project assistant.
    • • Responsible for ensuring effective quality control systems are in place and construction companies work in compliance with technical specifications and quality standards.
    • • Monitor and evaluate the performance of the contracted construction companies.
    • • Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
    • • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved.
    • • Ensure a sound handing over of facilities to project beneficiaries.
    • • Support the project assistant in archiving project documents and make sure that project records are organized.
    • • Responsible for technical delivery and monitoring of construction and latrines rehabilitation activities.
    • • Responsible for checking the monthly payments of each construction company.
    • • Site assessment and selection of appropriate structural interventions, ensuring quality as per project requirements.
    • • Assist the project coordinator and project assistant in the preparation of project reports in a timely manner.
    • • Coordination & following up with construction companies and give technical advice when needed.

QUALIFICATIONS AND COMPETENCIES:

  • Education:
    • Minimum technician superior in Civil Engineering or any similar area.
  • Work Experience:
    • i. Minimum 3 years of experience in a similar position and especially in preparation of construction technical documentation;
    • ii. Experience in managing and supervising medium to large-scale construction works in the public sector;
    • iii. Excellent and proven experience in dealing with contractors and local partners;
    • iv. Working experience in the area of preparation, implementation and monitoring of technical/ (re)construction projects; methodological and calculation skills;
    • v. professional level in working with AUTOCAD
  • Languages:
    • v. Fluency in French. English working knowledge is required for some assignments.
