BACKGROUND:

In Libya, the humanitarian situation has deteriorated since the 2011 revolution. According to the United Nations Humanitarian Needs Overview for 2020, 1.8 million people have been affected by the crisis, and more than 893,000 people are in need of some form of humanitarian assistance, a nine percent increase on 2018.

IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines and supplies and rehabilitations to primary health care centers (PHCCs), along with GBV protection programming in Misrata. Since then, the IRC’s presence in Libya has rapidly expanded.

The IRC now works in Health and Protection programing in different contexts (urban areas, Detention Centres, Disembarkation Points, Shelters) in Zwara and Zwayia, Tripoli, Gharyan, Zliten, Khoms, Misrata, Tawerga, Bani Walid and areas in South Libya targeting migrants and refugees, IDPs and hosting population.

IRC Libya is currently undergoing a further expansion, with increased Health-focused interventions in West, East and South Libya through partnerships with International and National NGOs.

RESPONSIBILITIES

The Partnership Coordinator is the focal point for an IRC-led consortium of INGOs that will implement rehabilitation of health and education facilities, procurement of medical equipment, and capacity building of staff working for the Ministry of Health for areas covering Western, Eastern and Southern Libya. The Partnership Coordinator will be responsible for managing the relationship with the partners and the donor, managing the consortium programmatic documents (especially budgets, M&E plans and Logframes); the timely production of high-quality reports and amendment requests; providing program and support teams with advice on compliance; and taking the lead in coordinating grants management-related capacity building efforts for the national team.

Partnership Management

  • • Lead facilitation and coordination of partnership management processes to ensure well planned, timely, coordinated and coherent partnership management.
  • • Coordinate and co-lead Partner’s Project Capacity Review (PPCR) processes, including contributing to and facilitating the collaborative risk analysis and management.
  • • Co-lead Partnership Project Opening, Review and Closing Meetings, together with the Technical Coordinator.
  • • Coordinate and participate in timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the Technical Coordinator to address any project performance issues.
  • • Coordinate narrative and finance reporting processes, including review and feedback.
  • • Liaise with finance to achieve timely funds transfers and proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT.
  • • Work collaboratively with partners and IRC staff to constructively resolve any issues that may arise.
  • • Where partner performance issues are identified, facilitate timely action by the IRC to address any areas of non-performance as they arise.
  • • Maintain complete and organized partnership files for each partner.
  • • Co-lead the review of the performance of the partner, of the IRC (including on the basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.
  • • Manage and facilitate funding opportunities for local and national civil society organizations, making efforts to target women-led and women/girls serving organizations.
  • • Coordinate and co-lead Partner Identity and Background Review (Vetting) processes, including completion of the report for approval.

Promote Effective Partnerships

  • • Promote and apply the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout CRRD/RAI office, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.
  • • Facilitate systematic partner feedback on IRC’s management of the partnership relationship, including the documentation of, and response to partner feedback.
  • • Monitor for opportunities to improve IRC’s overall performance as a partner and make periodic recommendations to SMT.
  • • Provide a quarterly Partnership Management Report to the SMT, incorporating input from technical coordinators and operational leads as appropriate.
  • • Manage the Partnership Working Group (co-responsible for delivering the functions of the PWG), including referral of issues to Senior Management Team as appropriate.

Partner Support and Capacity Sharing

  • • Facilitate the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan.
  • • Ensure IRC understands partner capacity strengthening priorities, and identifies opportunities and plans for IRC to support partner capacity strengthening efforts.
  • • Support the resourcing of organizational development support where appropriate for partners; coordinate organizational development support to partners.
  • • Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IRC can learn from local partners.
  • • Promote and identify ways for continual learning between IRC staff and partners.

Partnership Resourcing, Training, and Development

  • • Work with senior management team to ensure the partnerships management function is appropriately resourced and structured.
  • • Lead efforts to build a strong understanding and application of PEERS and partnership principles, skills and approaches among all departments.

Representation and Coordination

  • • In consultation with the DDP represent IRC to government departments, international agencies, local partners and donors as required.

Qualifications

  • • Five years’ experience in coordinating, implementing and managing consortia in developing or volatile countries. Experience working in Libya a plus.
  • • Fluency in Arabic is a must in addition to English.
  • • Experience in managing partnership models with INGOs and local CSOs.
  • • Experience in coordinating health and procurement programming in insecure environments, hard-to-reach areas, and displaced communities.
  • • Experience in developing and managing complex M&E frameworks.
  • • Demonstrated capacity to effectively manage a team in remote conditions.
  • • Experience integrating health programs with other sectors and departments (especially protection).
  • • Demonstrated skills in project design/proposal development and grant management, including working with work, spending and procurement plans.
  • • Experience in capacity building and mentoring of national and international staff.
  • • Knowledge and experience in participatory design methods, community development and partnership.
  • • Background in situation analysis, assessments, and program implementation.
  • • Demonstrated leadership, communication, and facilitation skills; ability to delegate responsibilities.
  • • Excellent interpersonal and problem-solving skills.
  • • Excellent coordination and networking skills.
  • • Willingness to travel extensively in Libya.

Working Environment

  • The position will be based in Tunis with housing allowance. At least 10 days per month will be spent in Libya.
