Finance Assistant

  • Starting Salary: 23,278 TND (NET salary per year)
  • Contract: Fixed Term Contract 1 year renewable
  • Working Hours: Full time (40 hours per week) with some evening and weekend work as required
  • Location: Tunis, Tunisia
  • Holidays: 25 days per year plus public holidays
  • Special Conditions: Possible travel inside the country

ROLE PURPOSE

Under the supervision of the ARTICLE 19 MENA Administration & Finance Manager, the Finance Assistant will assist the finance team by supporting the day-to-day transactions, including expenses and payroll, collecting and reviewing data for reports for the donors and for the HQ.
He/She collaborates closely with all members of the team. The Finance Assistant will manage the relationships with regards invoicing and payments with providers, external partners, auditors, consultants and freelancers, establishing required reconciliations.

KEY RESPONSABILITIES

The Finance Assistant will perform the following specific tasks:

Accounting:

1. Input accounting data into ARTICLE 19 accounting system timely and accuracy;
2. Managing accounting records (Invoices, payment vouchers, contracts, ect…)
3. Preparation of tax declarations (fiscal and social) in respect of the legal deadlines and ensure the relevant reconciliation.
4. Ensure a regular audit for cash transactions for any cash fund request for petty cash;
5. Updating bank’s files and/or cashflows;
6. Manage relations with the auditors and prepare the required documents for legal audit and/or project audit missions;
7. Collaborate with the external accountancy consultant for producing financial statements according to accountancy standards guaranteeing the quality of the work of ARTICLE 19;
8. Updating legal books;

Finance:

1. Preparation of spreadsheets, reports and correspondence as required;
2. Perform routine calculations to produce analyses and reports as requested by the Administration & Finance Manager;
3. Preparation of ARTICLE 19 MENA’s monthly financial reports;
4. Preparation of financial reports to the donors;
5. Preparation of budget forecasts, estimates, financial monitoring and budgetary planning of ARTICLE 19 events;
6. Process and prepare financial and business forms for the purpose of checking account balances, facilitating purchases, etc.
7. Participate to the preparation and execution of the budgets;
8. Collecting and verifying Payment Voucher from team members;
9. Ensure all invoices and expenses are authorized and coded correctly, including staff expenses ;
10. Preparation of payment request for MENA ARTICLE 19’s office on regular basis;
11. Preparation consultant’s contracts;
12. Proceed for provider’s payments (by check and/or transfer) in accordance with ARTICLE 19 procedures;
13. Report any troubling discoveries or suspicion of wrongdoing in discordance with ARTICLE 19’s finance policies and procedures;

Payroll:

1. Assist on preparing the monthly payroll;
2. Assist on proceeding to bank payments and distribute payslips to staff;
3. Ensure that all paye and health insurance procedures are properly accounted for;

Other:
1. To undertake other duties commensurate with the role as may reasonably be assigned by the line manager;
2. Ensure maintenance and development of the organizational files of the office.

PERSON SPECIFICATION

  • Education, Experience, Knowledge and Skills:

    Essential:

• Educated to a university degree standard or equivalent in accounting and/or Finance;
• A relevant experience in the field of accountancy and finance. Experience with NGOs is an asset;
• Excellent knowledge of IT tools, software for budget monitoring (accountancy software);
• Excellent skills in common desktop software applications (Word, Power Point, Outlook Excel) and communication;
• Understanding of data privacy standards
• Superior attention to details;
• Writing skills in French and English language;
• Ability to work under pressure, to cope with multiple tasks and to manage time effectively;
• Sense of initiative and independent working capacity;
• Good interpersonal and intercultural skills;
• Valuing diversity and teamwork skills.

Desirable:

• Knowledge of international human rights, particularly freedom of expression and the right to information;
 Creativity in problem solving;
• Some experience of designing spreadsheets.

Other requirements:

• Must have the right to work in Tunisia;
• Ability to work outside normal office hours on an occasional basis including on weekends and Bank Holidays.
• Have the will and the ability to travel frequently inside and outside the country;
