Job Description

Position Title: MEL/KM Specialist

  • Position Classification: Fixed Term – (Full Time), Tunisian, and CCN, and will be based in Tunis, Tunisia.

Project Overview: 

The Power Tunisia Program (“Power Tunisia” or the “Program”) seeks to advance self-reliance in Tunisia by strengthening the country’s institutional capacity to manage, operate, and maintain a modern, diversified and financially sound electricity system. The activity has three core objectives: 

    • Strengthening the energy sector’s performance
    • Diversifying and securing energy supply
    • Promoting advanced technology pilots and partnerships

Position Overview:

The Monitoring, Evaluation, and Learning (MEL) and Knowledge Management (KM) Specialist is responsible for the implementation of all aspects of the Power Tunisia Program MEL Plan (AMELP) as well as the management of MEL data and other data, work product or other information the Program may produce. As directed by the Chief of Party or his designee, the MEL/KM Specialist will ensure implementation of all MEL and KM work is in accordance with USAID regulations, Deloitte leading practices, and contractual requirements.

Detailed Responsibilities: 

The MEL/KM Specialist shall perform the following general functions:

  • Indicator Data Collection, Verification, and Management
    • Collect, verify, and disaggregate indicator data from all Program interventions using a data collection approach that depends on collection of data/inputs in digital format 
    • Attend major Program events for data collection
    • Develop SOWs for subcontractors needed to collect intervention data as needed
    • Develop and maintain a database containing all indicator data for the Program by intervention and in alignment with the components of the AMELP
    • Lead in updating the AMELP as needed
    • Maintain a change log codifying updates to the AMELP
    • Prepare reports and presentations for use by Power Tunisia when sharing information with USAID/Tunisia and Program stakeholders
    • Maintain high levels of confidentiality in relation to sensitive and confidential program implementation data and information.
  • Alignment of Program Interventions to the AMELP
    • Support the alignment of all Work Plan interventions to Performance Indicator, Targets, and Expected Results in the AMELP
    • Assist in setting targets and collection indicator data for all interventions
    • Assist in revising the AMELP and annual Work Plans to fit Program priorities and targets
    • Communicate with a team of Power Tunisia subcontractors, long-term, and short-term consultants and subcontractors working to report on interventions and indicators for each technical activity
  • MEL Reporting
    • Report on progress against indicators and results to technical teams and to USAID/Tunisia as requested
    • Prepare sections of quarterly and annual reports relevant to progress against the AMELP
    • Alert technical team members, the Deputy Chief of Party, and/or the Chief of Party on data quality issues or progress against targets and propose solutions for reaching or amending at-risk issues
  • Knowledge Management
    • Appropriately archive all Power Tunisia materials essential to the Program (contracts, work plans, deliverables, corresponding USAID/Tunisia approvals, work products) and assist Power Tunisia team members and counterparts in accessing materials as needed
    • Maintain the Power Tunisia stakeholder database and contact information, and properly log that information into a knowledge management system / database and CRM system
    • Lead in the design and construction of various databases
    • Ensure approved Power Tunisia deliverables are properly uploaded to USAID’s Development Experience Clearinghouse website
  • Other duties as assigned.

Supervisor and Reporting Responsibilities: 

For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report directly to, and be supervised by the position of the Director of Finance, Administration and Compliance. The Employee’s Supervisor may change from time to time on an ad hoc or temporary basis depending on the needs of the Program.

Qualifications: 

  • Bachelors in relevant field
  • Minimum of 5 years of experience with MEL, preferably within international development or similar context
  • Energy sector experience, preferably in the clean energy sub-sector (renewable energy and energy efficiency) 
  • Strong organizational skills and attention to detail essential 
  • Strong IT skills needed specific to data base development and management
  • Proficiency in Microsoft Office Suite
  • Strong writing and communication skills and ability to write, communicate, and prepare engagement materials fluently in English, French, and Arabic
  • Strong interpersonal skills and ability to solve complex problems
  • Prior experience on USAID or donor-funded projects preferred
  • Experience working in similar context in North Africa/Middle East region
