Position summary & job purpose:

Tetra Tech is seeking qualified candidates with strong experience in modernizing state-owned utilities to support the implementation of energy projects in long-term resident positions in French-speaking developing nations. Projects could include activities focused on contributing to high-level results planned for the energy sector including: 1) Increasing domestic electricity production from renewable sources; 2) Reducing electricity losses; and 3) Increasing private-sector-led investment and innovation.

Position responsibilities:

– Design and lead the implementation of technical tasks focused on improving the financial and operational performance of power utilities to unlock private sector investment, allow expansion of electricity service, and decrease fiscal burdens.
– Support power utilities to implement organizational and technical improvements needed to improve the reliability and security of the electricity system including commercial loss reduction programs, asset management trainings, smart meters, and other advanced technologies.
– Assist in the establishment and operationalization of a new energy regulatory authority through the development of a staffing plan, budget, and organizational structure drawing upon international best practices.
– Facilitate investments in energy efficiency through policy and regulatory reform, incentive programs, integration of energy efficiency and demand response in national energy planning and establishing green building pilot programs.
– Liaise with the key public and private stakeholders in the energy sector and facilitate relevant capacity building workshops and trainings.
– Perform other tasks as assigned.
Compétences et expérience souhaitées
Essential KSA’s required (experience, skills, education, certification, etc.):
– A Bachelor’s degree or higher in an energy-related field, including engineering, finance, economics, or other related field.
– Minimum 8 years of experience supporting or leading energy sector projects with demonstrable experience in utility management, improvement and operations.
– In-depth knowledge in the technologies of management of electricity distribution and transmission networks and renewable energies is essential.
– Excellent knowledge of the regulatory frameworks and energy policy in the developing world including French speaking countries.
– Demonstrated success managing technical teams.
– Experience supporting USAID or other donor-funded energy projects in the MENA region.
– Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
– Strong oral and written communication skills.
– Fluency in English, French and/or Arabic (reading, writing and presentation skills) is required.
