Background
TADAEEM Tunisia Accountability, Decentralization and Effective Municipalities is a project funded by USAID’s. This 4-year governance project aims to help the Government of Tunisia decentralize governance to the institutions closest to its citizenry and continue to strengthen its nascent democracy. The project, alongside a team of subcontractors, will work to enhance citizen participation in the process of governance as well as the government’s capacity to deliver the services that citizens prioritize. The project team will work in 10 provinces, 30 adjacent municipalities, and with the central government in Tunis to ultimately strengthen the ecosystem of stakeholders and institutions across the country.
Objectives
The Procurements Officer will provide support to the TADAEEM Office Team in organizing of office micro-procurements as well as providing administration support in maintaining vendor files as well as supporting the coordination of project events.
Specific Tasks and Deliverables
• Manage process of Requests for Quotations (RFQ) for micro-procurements including developing bidders list, developing statements of work, analyzing proposals and making recommendations for awards with justification;
• Liase with Operations Manager and Finance Manager to procure all needed office consumables including drafting purchase orders, signing for goods received, and receiving invoices;
• Maintain files for all TADAEEM vendors including but not limited to purchase orders, invoices, and amendments to agreements;
• Deliver checks for vendor payments and obtain vendor receipts;
• Provide support to the Operations Manager in maintaining schedule and arrangement for Project events;
• Ensure all procurement are in compliance with USAID rules and regulations, and Deloitte’s procurement manual;
• Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier and contract pricing validation for all purchase requests. Prepare for bidding conferences and price comparative tables;
Reporting Requirements
The Procurement Officer will report to the Operations Manager.
Knowledge preferred and Qualifications
• Minimum Years of Experience: 4
• Minimum Degree Required: Bachelor’s Degree
• Extensive knowledge of procurement best practices
• Past experience with donors’ projects is preferred.
