Tunisia Senior Advisor

Sincerus is looking for an experienced Transparency and Accountability professional to provide expert advisory services to the Tunisian Ministry of Defense (MoD) in support of Global Defense Reform Program (GDRP) initiatives. GDRP is a US State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. The embedded Senior Advisor will work on increasing transparency and accountability within the MoD and will coordinate with all necessary partners to improve their practices. The Advisor will serve in a full time, twelve-month long commitment abroad in Tunis, Tunisia.
Role And Responsibilities
The Senior Advisor will be embedded with the Tunisian Ministry of Defense. The Senior Advisor will work with the MoD, and other government entities to assist in building MoD and Office of Inspector General (OIG) transparency and accountability. The Advisor will provide expert guidance and training as well as advice and technical assistance needed to develop and implement transparency and accountability reforms and policies. The Advisor will advise the MoD and support effective coordination within the Government of Tunisia, as required.
Basic Qualifications
- Bachelor’s degree plus 10+ years of experience OR Master’s degree plus 6+ years of military and/or U.S. civilian professional experience with accountability and transparency
- Minimum O-5 rank in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent)
- Professionally proficient in French at a level of or equivalent of DLPT 3/3 or Foreign Service Institute 3/3
- 3+ years of experience advising foreign governments or militaries
- 3+ years of experience working in the North African region on defense or national security projects
- 2+ years of experience developing accountability and transparency strategy, policy, or procedures
- 2+ years of experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense or equivalent coordination office in the Department of Defense
- 2+ years of experience in establishing and institutionalizing accountability and transparency programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national security plans
- Knowledge of transparency and accountability challenges in emerging market
- Ability to obtain and maintain a Secret security clearance
- US Citizenship is required
Preferred Qualifications
- 3+ years of experience working in Tunisia or in North Africa
- Experience with conducting negotiations in a business or advisory setting or formal training in negotiations
- Experience in accountability and transparency programs at the national and inter-ministerial level
- Experience in leading capacity building initiatives in a bilateral and/or multilateral environment
