The role

A number of International NGOs and UN Agencies use Tunisia as a base from which to support humanitarian work in Libya. Save the Children International registered with the Government of Tunisia in 2017 to provide a base to supporting limited programming in Libya. While SCI does not intend to programme inside Libya, it is recognized that it is enduring a humanitarian crisis for significant number of Libyans as well as non-Libyans migrants. It continues to be a primary route for African migrants from sub-Saharan Africa seeking opportunities in Europe. Fighting in Libya, since 2014, has directly affected 1.6 million people. UNICEF’s most recent needs analysis indicates that 1.1 million people out of a population of 6.5 million require life-saving humanitarian assistance and protection. Of these 378,000 are children and 307,000 are women of reproductive age (15-49).

Save the Children has been approached by key UN agencies to coordinate, support and provide child protection best practice technical assistance to agencies programming in Libya. In addition, through the Migration and Displacement Initiative (MDI), Save the Children is also keen to look at opportunities to lead a north Africa regional diagnosis on migration focusing on children as well as consider trans-regional opportunities for potential programme work.

Qualifications and experience

Essential:

• Master degree level qualification or equivalent length of experience in the sector
• Substantial experience of building, leading and developing a diverse team of senior staff to deliver on both development and humanitarian programs
• Experience working with large, complex donors to secure and/or manage new large-scale and/or competitive funding
• Experience of managing a humanitarian crisis situation requiring quick changes to priorities and rapid action to respond
• Excellent understanding and experience of risk, programme, financial and operational management processes
• Experience of successfully leading change in an organisation
• Experience of building effective personal networks and influencing at a senior level
• Experience of managing security in a complex and rapidly changing environment
• Good understanding of key trends in international and humanitarian development
• Commitment to Save the Children values
• Proficiency in French or Arabic Language

Desirable:

• Experience of Tunis, Libya or the North Africa Region with sound knowledge of the country context and key government and civil society stakeholders

Contract length: 6 months; renewable and it is an unaccompanied post
