Through its Middle East and North Africa Program, headquartered in Amman, Jordan, the Open Society Foundations supports a diverse group of local and regional civil society organizations, research centers, universities, and media organizations across the Middle East and North Africa. Using grantmaking, advocacy, and other tools, the MENA Program implements a range of initiatives to advance justice, education, public health, and independent media in an effort to shape public policies that assure greater fairness in political, legal, and economic systems and safeguard fundamental rights in line with the Open Society Foundations’ mission and values.

Job Profile

As a subsidiary office of the Middle East and North Africa Program, the Tunis Office provides overall support to Middle East and North Africa Program operations on the ground in Tunisia and North Africa, including management, outreach, project development, and assessment. Reporting to the Regional Director of the Middle East and North Africa Program, the Regional Manager’s primary responsibilities will include the day to day management of the Tunis office and local staff, and leading the programmatic engagement in Tunisia, with additional coordinating functions for programming across the North Africa region.

Typical Duties And Responsibilities Include The Following

Programmatic

• Work with the Regional Director (RD) to define a strategic vision and programming for Tunisia and North Africa
• Identify opportunities and develop programmatic interventions to further the Open Society Foundations’ strategic vision for the MENA region
• Provide the RD with regular assessments of the political environment; the opportunities and challenges to advancing open society in North Africa
• Supervise, mentor, and provide substantive guidance, feedback and support to designated programs in establishing thematic priorities and in designing and carrying out projects in North Africa
• As required, represent the RD at meetings within the Open Society network and externally
• Develop, execute, and coordinate special projects
• Develop, co-ordinate and lead Tunisia programming as a priority country for the MENA Program
• Develop and coordinate advocacy initiatives in North Africa, consulting where relevant with other Open Society Foundations programs including the Open Society Foundations’ Africa Regional Office and its advocacy offices in Brussels and Washington
• Identify, facilitate and support advocacy campaigns targeted at local, sub-national or national governments, and international organizations
• Advise and support policy advocacy and public opinion campaigns by grantees, coalitions, co-donors and other Open Society Foundations partners

Operational

• Responsible for the smooth operation of the Tunis office, including management of staff, allocation of resources, administration, statutory compliance with all applicable Tunisian laws, and OSF policies
• Support thematic programs regarding their interventions in North Africa to maximize results and impact
• Establish oversight mechanisms to ensure compliance with internal policy and legal requirements
• Ensure an enabling and inclusive office environment to promote staff growth, wellbeing and productivity
• Integrate the organizational values into the performance of duties and tasks on a daily basis and participate in activities designed to uphold the values and foster healthy inter-office communication

Candidate Profile

• In excess of ten years’ progressively responsible experience in sectors related to policy, social sciences, advocacy or philanthropy
• Bachelor’s degree in a relevant field of study or equivalent experience/education
• Some experience of international advocacy or public diplomacy is desirable, especially experience of advocating towards different target institutions/contexts and in multi-stakeholder environments
• Five or more years direct experience of work in North Africa, preferably in more than one country
• Demonstrable experience of working on issues related to the Open Society Foundations mission and values
• Demonstrable knowledge of the international relations and cooperation, and sensitivity to activism and political work
• Demonstrable experience managing and working in teams in an institutional setting
• Fluency in Arabic and English, and high proficiency in French desirable
• Strong policy advocate and networker, comfortable operating in official policy-making circles
• Ability to work with a decentralized team and to travel frequently
• Sensitivity to local context and ability to listen effectively
• Strong networking and convening skills, as well as strong analytical skills and critical thinking
• Sustained interest in domestic and international politics and relations
• Ability to prioritize and make timely decisions
