Summary of position:
Under the general supervision of the Readiness and Security Program Manager (RSPM)/Mission Security Officer (MSO), and in collaboration with the Military Police Security Specialist (MPSS), the Readiness and Security Program Officer (RSPO) works in a team environment to provide operational and administrative support to support the RSPM in achieving the objectives of the Readiness and Security Program for the Canadian Embassy in Tunisia. The Program seeks to ensure that the mission is always in a state of readiness to respond to emergencies affecting Canadian communities abroad, as well as maintaining and enhancing the mission’s operational and physical security. The APPS conducts research, produces reports and advises on matters that may affect the security of the embassy, facilitates communication with local interlocutors and provides administrative support to the security team.
Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, language and experience. Candidates must clearly demonstrate in their cover letter and CV how they meet each of the essential qualifications.
Education:
• Degree from a recognised university or other post-secondary institution;
OR
• an equivalent combination of education, training and experience working in the field of security.
Language:
• Fluency in Tunisian and Standard Arabic (speaking, reading and writing);
• Fluency in French (speaking, reading and writing).
Experience:
• A minimum of 3 years of related* and recent** work experience with an international organization, a private sector company, governmental organization and/or diplomatic mission in the field of security;
• Experience in writing detailed reports, in French or English, based on research and analysis of information;
• Experience in implementing administrative and operational procedures, processes, best practices and guidelines (including such things as such as organizing meetings, logistics).
* The candidate must demonstrate in the cover letter how the experience is related.
** Recent is defined as during the last 5 years.
QUALIFICATIONS – RATED REQUIREMENTS
The Rated Requirements related to knowledge, abilities, qualities and competencies will be evaluated by tools such as, but not limited to: written exam, oral interview, role-play, practical tests, presentations and/or psychometric assessment.
Knowledge
• In-depth knowledge of Tunisia and its security and emergency management environment including: terrain, culture, language, social conventions and customs, local structures, including the organization structures and responsibilities at the national, governorate and municipal levels;
• Knowledge of standard prevention and mitigation features and practices for ensuring security of persons, information, and property;
• Knowledge of emergency management concepts theories and practices;
• Knowledge of Canada as well as Canada’s Code of Values and Ethics for the Public Sector.
Computer Skills
• Competence with Microsoft Office: Excel, Word, Outlook and PowerPoint;
• Competence with Google Maps;
• Competence performing research online, via social media and otherwise.
Abilities
• Ability to conduct effective briefs, training and presentations;
• Ability to research, analyse and evaluate information effectively and efficiently;

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Specialized education/training in corporate security, emergency management, or risk analysis;
• Knowledge of mapping applications and other geomatics products;
• Experience evaluating quotes and supervising service providers;
• Fluency in English (reading, writing, speaking);
• Fluency in Libyan Arabic (reading, writing, speaking);
• Knowledge of the security and emergency management context in Libya.

Operational Requirements:
• The employee will work within a professional environment in the Canadian Embassy in Tunisia during normal working hours as established by the Embassy;
• The employee may occasionally be required to travel and/or work additional hours with or without notice that may occur after regular hours and on statutory holidays.
Condition(s) of Employment:
• Legally authorized to work and reside in Tunisia;
• Valid passport and driver’s license;
• Meet minimum physical fitness and endurance requirements. The candidate may be subject to a test during the period of employment.
• Obtain and maintain a security clearance (Reliability Status) from the Government of Canada for the entire period of employment;
• Successful completion of a one-year probation period.
