Location:
This role will be located at Bixal’s offices in Tunis, Tunisia, with the option for partial remote work in Tunis. You must be legally authorized to work in Tunisia. Bixal will not provide visa sponsorship.
What will you do?
The Monitoring, Evaluation, and Learning (MEL) Specialist will support the management and implementation of MEL activities under the USAID/Libya Monitoring, Evaluation, and Learning Activity (LMELA). The MEL Specialist will provide technical expertise on a variety of MEL activities, including performance and context monitoring, evaluations, and assessments. The MEL Specialist will also support Collaborating, Learning, and Adapting (CLA) integration across USAID’s portfolio. The MEL Specialist will work collaboratively with the LMELA team to provide timely, high-quality MEL services to USAID and its partners and will report to the Chief of Party.
Responsibilities:
- Provide technical and managerial support on MEL activities, including performance and context monitoring, learning events, workshops, training, analyses, evaluations, assessments, and other tasks.
- Support USAID in its performance management and monitoring processes, including developing and implementing its Performance Management Plan (PMP), in accordance with the requirements detailed in ADS 201, and identifying and developing appropriate performance indicators.
- Review IP MEL plans, including the appropriateness, thoroughness, and applicability of selected performance indicators, compliance with Agency reporting requirements, including related to the annual Performance Plan and Report (PPR); and review of data quality assurance approaches.
- Conduct annual data quality assessments for indicators reported in USAID/Libya’s PPR.
- Support USAID and IPs to ensure compliance with USAID mandatory requirements for geographic data at the activity-level.
- Periodically verify the monitoring data USAID implementing partners reporting the Development Information Solution (DIS).
- Conduct quantitative and qualitative data analysis and contribute to drafting of technical deliverables.
- Manage and coordinate technical activities of subcontractors and/or consultants.
- Support and/or facilitate trainings and capacity building sessions related to MEL and CLA for USAID and its partners.
- Assist with trouble shooting and problem-solving when the need arises, including delivering services to the client when required.
- Perform other duties as required.
Qualifications:
- Bachelor’s degree in social sciences, such as international relations, political science, economics, or related subject, with technical training in MEL.
- Minimum of 5 years of relevant professional experience in MEL roles; experience on USAID-funded activities strongly preferred.
- Professional proficiency in English and Modern Standard Arabic.
- Experience working on USAID projects and knowledge of USAID MEL and CLA requirements.
- Strong qualitative and quantitative data collection and analysis skills, including data management, analysis, and visualization software (e.g., Stata, Atlas.ti , Tableau, etc.)
- Excellent verbal communication and writing skills, including expert cross-cultural communication skills.
- Strong cultural competence and ability to work flexible hours to accommodate colleagues, clients, or consultants in other time zones.
- Excellent facilitation skills.
- A self-starter with strong attention to detail and the ability to prioritize assignments to meet required deadlines.
- Curiosity and willingness to learn.
- A commitment to advancing a diverse and inclusive work environment.
- Ability to travel to Libya, as required.
Nice to Haves:
- Master’s degree in social sciences, such as international relations, political science, economics, or related subject.
- Knowledge of Libyan Arabic.
- Experience working in Libya.
