Evaluation and Learning Specialist – Tunisia

Location:

This position is based in Tunis, Tunisia supporting USAID activities in Libya. Only applicants with work authorization in Tunisia will be considered.

What will you do?

Bixal seeks an Evaluation and Learning Specialist (ELS) to support the management and implementation of evaluation, assessment, survey, and special study activities, as well as cross-cutting learning activities. The ELS will support the Evaluation and Learning Lead (ELL) and the Chief of Party (COP) in providing timely, high-quality MEL services to USAID. The ELS will support the ELL and the COP and USAID to provide technical support to teams conducting evaluation and CLA assignments for USAID and its partners. The ELS will support CLA integration across USAID’s activities, using data from evaluations, assessments, and other activities to learn and ultimately adapt programming.

Responsibilities:

• Support the ELL and Chief of Party to deliver timely and high quality MEL and CLA services required by USAID
• Support USAID technical staff in the development of evaluation statements of work, including developing evaluation questions and designing methodologies
• Contribute to the design and field testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this Task Order
• Recruit evaluation and assessment teams, ensuring that short-term technical experts and evaluation team members are of a high caliber and possess commensurate technical expertise
• Provide technical and managerial support on projects, such as learning events, workshops, training, analysis or other tasks as required
• Serve as a technical team member on performance evaluations, including instrument development, qualitative and quantitative data collection and analysis, survey management, data cleaning, report writing, and results dissemination
• Conduct quantitative and qualitative data analysis and contribute to drafting of technical evaluation and assessment deliverables
• Manage and coordinate technical activities of data collection subcontractors and/or technical consultants
• Facilitate trainings and capacity building sessions related to MEL and CLA for USAID and its partners
• Assist with trouble shooting and problem-solving when the need arises, including delivering services to the client when required
• Perform other duties as required

Qualifications:

• Master’s degree in a relevant field (e.g., public health, international development, economics, public policy, etc.)
• Minimum of 3-5 years of relevant experience in monitoring and evaluation
• Experience working in Tunisia and/or Libya
• Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices
• Strong written and verbal communication skills in English
• Superior organizational skills and attention to detail
• Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence
• Fluency in Arabic and/or French
• Experience working on USAID-funded projects preferred
