Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The position is located under the Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) an integral part of the Department of Agri-Business Development (PTC/AGR).

The Department provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The conceptual framework is that of agribusiness value chains: comprehensive analyses offer a rigorous base for the deployment of specialized services targeting the weaker links of the chain: agricultural mechanization, modern processing technologies, packaging of perishable products, the promotion of food safety in the processing and regulatory environment; and interventions to improve competitiveness and productivity.
PROJECT CONTEXT (120357)

In its efforts to support the development of the private sector and regional development in Tunisia the Department of Agri-Business Development (PTC/AGR), Rural Entrepreneurship, Job Creation and Human Security Division (PTC/AGR/RJH) has developed a project, financed by the U.S. Agency for International Development (USAID), the Government of Italy and HP Inc./HP Foundation entitled: Facilitating youth employment through entrepreneurship and enterprise development in fourteen disadvantaged governorates in Tunisia: Beja, Gafsa, Gabs, Jendouba, Kairouan, Kasserine, Kef, Kbili, Medenine, Sidi Bouzid, Siliana, Tataouine, Tozeur, Zaghouan. 

The project will create job opportunities for young people in fourteen disadvantaged regions of Tunisia by fostering directly and indirectly the creation of new, and growth of existing enterprises. The project aims at two main outcomes: one focusing on the quality of services provided to mainly young entrepreneurs by local institutions and the second focusing on direct support to existing or potential projects with high employment potential in the selected regions. The first component will enhance the knowledge and delivery capacity of local business support and training institutions relating to critical areas around entrepreneurship. The second component will provide direct technical assistance to enterprises. 

Project phase I resulted in the creation of more than 1,400 jobs in Tunisias disadvantaged governorates. Project phase II that was officially launched in January 2017 aims to create more than 6,000 jobs for young people in fourteen governorates in Tunisia by 2021. 

The initiative focuses on the direct support to aspiring and established entrepreneurs through training courses, business coaching and technical assistance. It also helps enhance the knowledge of local business support institutions and higher educational institutions. 

The project combines UNIDOs on the ground experience supporting beneficiaries in the creation and growth of small businesses, its working relationships with Tunisian partner organizations and leverages the HP Foundations Learning Initiative for Entrepreneurs (HP LIFE) programme, which provides free online training in business and IT tools.

Main Functions

The Chief Technical Advisor (CTA) will work under the overall coordination and direct supervision of the UNIDO Programme Manager based in UNIDO HQs and in close liaison with the UNIDO representation inrepresentation in Tunisia. The CTA will be responsible for coordinating the successful technical delivery of the project and will be assisted by other national and international experts. The CTA is specifically expected to:

A. Programme Management, Implementation and Coordination:

1. Manage and supervise the operations and activities of the project at national and regional level
2. Contribute to annual work-plans and prepare related action plans (monthly, quarterly and annually) at the national/regional level and follow-up on their implementation
3. Ensure the consistency and complementarity of the project components that include training, business coaching and technical assistance to entrepreneurs
4. Draft the terms of reference for national project experts and contribute to their identification, selection and recruitment process in line with UNIDOs established procedures
5. Supervise all national project experts recruited, monitor their delivery (qualitative/quantitative) on implementation of the project components and ensure their regular reporting
6. Monitor the local performance and progress of the project through regular missions to the targeted governorates
7. Provide day-to-day operational and results-based management of the project in line with the work plan including project planning, implementation, monitoring and evaluation, defining resource requirements, review/oversight of projects implementation
8. Supervise the elaboration of requests/tenders for procurement, trainings, HR and logistics, ensuring UNIDO financial procedures are implemented in the field
9. Prepare relevant documentation for the National Steering Committee meeting (project information, reports on progress and results, presentations, workplan etc.), organize and facilitate the National Steering Committee meeting on an annual basis, prepare the NSC minutes and be responsible for follow-up actions 
10. Contribute to the regular and annual reports for the project according to UNIDO requirements and agreed donor specifications

B. Technical advice:

11. Provide technical support to regional and technical experts in appropriate domains of competence, mainly in entrepreneurship/enterprise creation, SME creation/development and technical cooperation 
12. Participate, based on technical documents, in the process of identification, assessment and selection of aspiring and existing entrepreneurs to be considered for project assistance 
13. Hold regular technical/project update meetings with national project experts for technical support and guidance
14. Provide inputs for M&E activities in close collaboration with M&E team lead and regional and technical experts, facilitate the internal and external reviews/monitoring missions and provide inputs for M&E missions of the project
15. Support the implementation of the project communication strategy, in close cooperation with the communication experts, the PM and donors
16. Develop linkages, at a technical level, with on-going initiatives and programs in the field of entrepreneurship, SME creation and development and access to finance

C. External relations: 

17. Present the project to national partners (involved Ministries, government institutions, banks, higher educational institutions etc.) and donors
18. Present and promote the project to potential new partners in close coordination and consultation with the PM and UNIDO representation in Tunisia
19. Present the project at national and regional events and workshops
20. Plan project communication and visibility activities in cooperation with the project communication team 
21. Provide project inputs to requests by UNIDO representation in Tunisia and HQs
22. Coordinate project activities with donors and national project partners; participate in meetings with donors and project partners to keep them updated on project progress, in close coordination with UNIDO representation in Tunisia and PM

D. Monitoring, Reporting and Ad-hoc Assignments

23. Prepare regular reports, both narrative and financial, including the activities carried out, progress in terms of performance indicators, analysis of lessons learned and recommendations. The reports should be prepared in accordance with the reporting guidelines established by UNIDO and sent to UNIDO by e-mail for clearance
24. Prepare ad-hoc project reports upon request of UNIDO and the counterparts
25. Establish a coherent system of information covering each activity of the project, including Key Performance Indicators (KPI)
26. Advise on the elaboration of guidelines, methodologies, manuals and supporting documentation relevant to the Project
27. Facilitate in the internal and external reviews by providing inputs for mid-term and final evaluation of the Project
28. Prepare a final/terminal report at the end of the contract comprising all relevant information compiled from the interim reports, conclusions and recommendations
29. Carry out any other related duties and assignments as required by UNIDO.

Minimum Requirements

Education
Advanced university degree in economics, business administration, engineering or other relevant discipline.
Languages
Fluency in written and spoken English and French is required. Fluency and/or working knowledge of another official UN language, particularly Arabic, desirable.
Field of Expertise
A minimum of seven years practical experience in the field of SME, entrepreneurship and enterprise creation/development, including experience at the international level involving technical cooperation in developing countries. Exposure to the needs, conditions and problems in developing countries. Excellent drafting and reporting skills; excellent analytical skills. Ability to supervise and manage multi-cultural teams. Knowledge of economic and social development of Tunisia and its governorates an asset.
