Job Brief

The Tunisia Moodle Specialist position is based in Tunis and supports the implementation and management of the security sector reform (SSR) project activities associated to Moodle installation, configuration, and competencies transfer. This position reports to the Tunisia SSR Project Officer (PO) and works closely with the Tunisia Country Manager. This is a host-country national Scope of Work position. Selection for this position is contingent upon funding availability.

Scope of Work

Program support

• Provide guidance during the selection process of Moodle provider (who will oversee the software installation, configuration, and training) through proposals review.
• Provide guidance during the identification and validation processes of the physical architecture and technical specifications of the hardware for the installation of Moodle Learning System.
• Contribute to the development of Request for Proposals for hardware procurement as needed.
• Advise on Moodle integration plans and monitor their implementation.
• Contribute to communication on the technical aspects of Moodle integration process internally, with partners, and vendors.
• Oversee the development process of Moodle plug-ins that are being customized and developed from scratch by Moodle provider.
• Verify whether Moodle Learning System and the newly developed and customized plug-ins comply with international security norms.
• Ensure that the customized plug-ins are tested, valid, not subject to copyrights, and compatible with other agreed-on systems.
• Monitor the quality of the LMS installation, configuration, and training processes and respective expenditure.
• Ensure that the final Moodle platform complies with the agreed-on specifications before its installation on the final production environment.
• Oversee the rollout pilot projects, monitor their implementation, and identify areas for improvement.
• Contribute to the development of technical activities and meetings agendas and documentation.
• Review and verify documentation, training materials, usage manuals, and test reports shared by Moodle provider.
• Contribute to the facilitation of technical activities and meetings and take notes as needed.
• Develop and/or review reports about the implementation of the technical activities.
• Oversee preventive and curative/corrective maintenance sessions of the system in collaboration with Moodle provider.
• Provide translation and interpretation support as needed in English, Arabic, and French for technical activities.
• Ensure timely preparation of programmatic and financial reports related to technical activities.
• Ensure that databases and technical documents are updated as necessary and in a timely manner to enhance the knowledge management of USIP’s programs.
• Perform other duties as needed.

Admin and logistical support

• Oversee and lead the logistical preparations for a successful implementation of the technical activities. This includes, but is not limited to contract submission, document preparation for contracts, expert contacts, events coordination, and budget projections.

Reporting and M&E

• Support the design of M&E tools for the technical activities.
• Contribute to the collection and analysis of M&E data.

Qualifications

• Master’s degree preferred in Information Technology or related fields.
• Five (5) or more years of demonstrated experience in Moodle Learning Systems installation, configuration, plug-in development, training, and maintenance.
• Knowledge of IT hardware and equipment for the installation and optimal usage of Moodle Learning System.
• Knowledge of international security norms.
• Familiarity with Moodle Learning System updated versions, functionalities, and plug-ins.
• Familiarity with access rights and training needs of various Moodle user categories.
• Fluency in Arabic and English and French speaking, writing, and reading is required.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Demonstrated research, analytic, and writing skills. Able to research existing Moodle plug-ins and recent updates.
• Must have strong collaboration skills and coordination skills, balancing needs and priorities of multiple stakeholders.
• Must have excellent interpersonal skills.
• Strong skills in Microsoft Office, particularly MS Word, MS Outlook, and MS Excel is required.

Additional Information

• Working hours: Part time (20 hours/week)
• Location: Based in Tunis, Tunisia
• Contract Duration: 4 months with the possibility to transition to a full time (40 hours/week) Scope of Work for up to 8 months.
• Salary: Salary is commensurate with qualifications and experience
