The World Bank continues to be a key partner of the Government of Libya (GoL) in support of PFM reforms. This support is provided through technical assistance under the Libya Governance Multi-Donor Trust Fund. The objectives of this TA to date has been to a) improve cash management, b) strengthen financial accountability and c) improve transparency and fiduciary assurance.

In 2020/2021, the World Bank has engaged with Libyan government officials to agree on a unified Budget / Chart of Accounts and a Financial Information Management Strategy. These reforms aim to contribute to enhancing fiscal transparency and accountability of a unified Government of Libya. In June 2021 the WB presented the GoL with options for developing and implementing an Integrated Financial Management Information System (IFMIS) and adopting banking arrangements and processes leading to the phased implementation of a Treasury Single Account (TSA) for the Tripoli Payment Centre. A IFMIS Manual and a Manual of Budget classification and Chart of Accounts were delivered in June 2021. As an immediate next step, the support involves creating an implementation strategy for these reforms with the GoL. In addition, support will continue to be provided in other relevant areas as needed, such as budget formulation, authorization and commitment, treasury and cash management, internal controls, internal audit and risk management, and accountability and oversight institutions.

This support will be provided through an Extended Term Consultant expert in Public Financial Management. The ETC will facilitate and be largely dependent on will and commitment, coordination, and cooperation across stakeholders within the Ministry of Finance.

Objective

The ETC will lead the preparation and provision of technical assistance to Libyan government officials on IFMIS/Chart of Accounts, Budget Processes and Financial controls and other relevant PFM reforms as needed, including on budget formulation, authorization and commitment, treasury and cash management, internal controls and related topics. The ETC will support the prioritization and implementation of such reforms. The assistance will take the form of workshops, just-in-time consultations and guidance notes.

Scope of Work
The ETC will support work in the following areas, among others:

• The ETC is requested to provide hands-on-guidance on IFMIS change management processes, and assistance for moving forward on one of the options provided for public financial management reforms for the MOF/MOP.
• The ETC is expected to provide regular updates on next steps and prepare a workplan for MOF and Libyan line agencies aiming at improving its budget transparency and accountability process. The work plan will provide short- and medium-term benchmarks/milestones.
• The ETC will assist in delivering workshops and technical assistance advisory work in Tunis, Tunisia or Tripoli, Libya (or where appropriate) for Libyan counterparts. Topics covered include: Business Process review on budget formulation, execution, financial controls, establishment of financial accountability and control systems. The Technical assistance/workshops will include but not be limited to Financial Management Systems operations and implementation/and finalization of the proposed eight segment chart of accounts.
• The ETC is expected to lead the provision of technical support in Budgeting and Cash Management with the relevant MoF teams.
• The ETC is expected to identify and prioritize Bank support to PFM reforms aiming at increasing financial transparency and improving budget preparation and execution, as well as on fiscal decentralization.

Deliverables

Key Deliverables Will Include, But Not Be Limited To

• Technical Assistance Deliverables, including contributions to:
  • The delivery of a workshop and provision of a just-in-time technical assistance either in Tunis, Tripoli or virtually for Libyan government officials in the Ministry of Finance.
  • The Technical assistance and workshop will include but not be limited to i) Financial Management Systems operation and implementation and ii) further discussions and trainings related to the proposed eight-segment Chart of Accounts;
  • Power points, technical notes on the topics above, and a work plan for MoF and Libyan line agencies. This work plan is expected to be no more than 20 pages and should document near-to-medium term actions to improve budget formulation, execution and accountability processes in Libya.
• Final workplan (sequenced and prioritized) in agreement with the respective Ministry of Finance
• Modalities of delivery of the workplan between February 2022 and February 2023 (in view of the limitations in having physical meetings and travel to counties). This should be developed and endorsed in collaboration with respective client counterparts.
• Report on progress and reform results achieved.
• Stories of change demonstrating any achievements of reform facilitation.

Selection Criteria

• A Master’s degree in economics, public sector administration, accounts, finance or a related field.
• Experience in the design and implementation of PFM reforms action plans/strategies (in Libya and other countries in conflict will be an added advantage).
• Extensive experience working with National Government institutions on providing PFM TA and capacity building in areas specified in the scope of work section above (experience in Libya with problem driven approach to capacity building will be an added advantage).
• Experience working with Libyan counterparts.
• English proficiency. Arabic proficiency preferred.
• Candidates will be based in Tunis with frequent travel to Tripoli.

The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
