Mental Health Psychosocial Support Delegate, Libya (Tunis)

ICRC conducted an assessment in April till June to identify the MHPSS needs of the LRCS dead body collectors. The assessment showed that the LRCS dead body collectors have been exposed to stressful situations of violence – they have been experiencing the same difficulties as the communities which they serve – they are unequipped to manage their stress or to help/support others. To that end, they need psychological and psychosocial support that would need to be addressed promptly and adequately. There is little to no concrete action from the humanitarian actors to address their need; also, the LRCS Psychosocial team is not a position to handle this issue due to the lack of technical capacity. Asides this, the available psychologists on the Libyan market do not have clinical skills or field experience is a major challenge. Thus, a lot of training, coaching is needed to ensure an acceptable level of transfer of knowledge and experience. The LRCS managers have expressed their interest and would like the ICRC to launch the project as soon as possible.

Therefore, a MHPSS delegate is recommended for 12 months and will contribute to:

  • Put in place/strengthen MHPSS projects with focus on Help the Helpers programme for the LRCS dead body collectors
  • Do continuous analysis of the situation/needs and propose relevant MHPSS interventions
  • Strengthen the capacities of the Head of the LRCS Psycho social team
  • Contribute to First Aid trainings with Basic Psychological Support sessions
  • Coach/train the MHPSS field officer(s)
  • Develop training materials, protocols and monitoring tools ensuring the use of relevant theoretical framework and effective monitoring of impact of intervention
  • Contribute to the reflection to streamline the MHPSS approach with other movement partners

These contribution will certainly support and develop the capacities of LRCS and enable the MHPSS team to be better prepared and fully operational for other programmes once back in Libya.

Main responsibilities

The MHPSS Delegate is based in Tunis and reports to the Health coordinator (hierarchical supervisor) & DHOD (line manager) of Libya Support Unit.

In close collaboration with ICRC Protection and Cooperation Departments and Dead Body Collection and Psychosocial Coordinators in LRCS, the MHPSS Delegate is responsible for the implementation, follow up and monitoring of the MHPSS activities provided to the LRCS as well as training & coaching of one ICRC health field officer.

  • Responsible for the development and monitoring of the Peer Support, “help the helpers” Pilot Programme- based on the identified needs.
  • Support the dead body collectors by conducting Self-Help Group and defusing sessions. 
  • Identify needs among other LRCS volunteers as well as a core group of volunteers with proven commitment for running ToT to ensure sustainability. 
  • Develop the psychosocial skills of the psychosocial team as well as supervise them regularly. 
  • Contribute to the First Aid trainings by providing Basic Psychological Support trainings when required. 
  • Coach MHPSS Field Officer attached to the programme and elaborate a training plan based on identified needs and shortfalls to ensure long term monitoring and support. 
  • Develop training materiel relevant adapted to the context. 
  • Keep an eye on the evolution of mental health system/situation and propose assessments in new areas in order to identify service deficiencies requiring assistance. 
  • Network and maintain contacts with other local (mainly LRCS) & international counterparts to ensure coordination, including attending the sub cluster coordination meetings. 
  • Contribute to the delegation health reporting (QHTR) and upon request to other institutional internal (MTR, MoM, PfR,) and external reports. 
  • Other duties and tasks may be assigned by the Health coordinator if necessary.

Management responsibilities

The MHPSS delegate remotely supervises and coaches the MHPSS field officer(s) within the framework of his/her expertise thus contribute to their annual appraisal.

Experience and qualifications

  • Degree in psychology with relevant training for clinical practice. Psychosocial experience with survivors with severe trauma linked to conflict and in community development is an asset. 
  • Minimum of two years international field experience working directly with various populations and cultures. 
  • Extensive knowledge in public mental health, integrated MHPSS interventions models in promotion/prevention and treatments at primary and secondary health care level. 
  • Significant experience in capacity building (training and supervision processes) as well as in designing sensitization strategies and activities. 
  • Excellent communication, group facilitation skills, flexible, patient and diplomate in dealings with Libyan interlocutors.

Considering the volatility of the security situation, needs to be adaptable and flexible in relation to designated job tasks as well as duty station.

We expect that you are confident in situations of stress, and able to handle a heavy but varied workload. You understand that process and ownership are key to achieving results in culturally and politically sensitive environments. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is as soon as possible and the length of the contract is 12 months. Your duty station will be Tunis.

The position is a family position. Once the security situation allows regular visits of mobile staff members to Libya, the staff member may be required to participate in these. (In case of permanent return to Libya, spouses/partners can currently stay in Tunis for a maximum of 2 more months, while children can stay until the end of the current school year).

The salary including allowances and pension will be between DKK 39,000 to 43,000 pending on qualifications and experience.
