Background

The third phase of the Support Programme for the Tunisian Government in the field of Integrated Border Management (IBM Tunisia III), funded by the Federal Republic of Germany, the Kingdom of Denmark and the Republic of Austria, provides for continued support to the various structures responsible for border management, for the modernization and capacity-building of the Tunisian authorities and for the improvement of good governance by promoting border security, stability and regional cooperation to facilitate trade and promote the movement of persons and goods.


 
This support includes the setting up of two complementary inter-agency training sites for the operational preparation of staff from the various structures responsible for border management. These two training centres are part of an existing system and, in partnership with the respective schools and/or training centres of each Structure, will enable staff on the ground to acquire the skills needed to conduct their joint operational activities and the tasks incumbent upon them within the framework of their respective mandates and in full compliance with international practices and standards.

As an inter-agency Pole of Excellence, these two training centres will in the short term have a national dimension. In the medium and long term, these centres will have the vocation to acquire a regional dimension since they will be able to facilitate the development of Tunisian know-how in the field of border management, as well as internationally recognized good practices. They will also serve as a support point for various initiatives under the aegis of Tunisia to train their counterparts in neighbouring countries.

Tasks

Activity 1: Support to the Project Team for the implementation of the Construction Component of the project – preparation of the background work (Tunisia)
 
The Architect, in partnership with the Project Team, the Procurement Team and the Border Management and Security Team will provide support to the preparation of a master plan that includes cost estimation study, design and technical recommendations for a phasing of the facilities to be built. This activity foresees assessment missions to Oued Zarga and to Nefta. 


 
Activity 2: Preparation of the technical specifications for the recruitment of design offices and participation to the evaluation of offers (Tunisia)
 
The Architect will prepare the technical specifications for the recruitment of engineering and architectural design offices that will be in charge of the construction of the Training Centres. The Architect will also take part in the evaluation committee for the selection of the successful design offices.

Deliverables 

  • Comprehensive study and recommendations for the construction of the Oued Zarga and Nefta Training Centres in particular in terms of :
  1. Training facilities (class rooms, conference rooms, sport facilities, workshops, etc. for respectively about 96 students in Oued Zarga and 24 students in Nefta);
  2. Sanitary facilities and access to water and basic services: canteen, changing rooms, etc. o Energy (including different solutions)
  3. Accommodation
  • Technical specifications for the recruitment of design offices
  • Evaluation report (selection of successful bidders)
  • Costs estimates for both Training Centres

The draft deliverables must be submitted no later than 30 September 2020. The final deliverables must be submitted no later than 31 October 2020

Reporting lines

The Expert will report to the Project Manager of the IBM Tunisia – Phase III Programme, who will be in charge of the overall supervision both in terms of administrative and content issues and who will provide input and comments on deliverables as needed.


 
Qualifications and Experience

  • 10-year experience in architectural and construction projects covering energy and water management issues (presentation of portfolio);
  • Experience in supervising architectural projects and design offices; 
  • Experience in drafting specifications and cost estimates for construction projects; 
  • Knowledge of innovative technical solutions in terms of infrastructure construction, energy and water management;
  • Fluent in English and French, proficiency in Arabic is an asset; 
  • Knowledge of the national context of Tunisia an advantage.
