General Background of the EU-LHSS Programme
The Libyan health care system reflects past systemic imbalances and the impact of the civil war. Weakened health services are largely deficient in their capacity to attend to the needs of the population. The increased prevalence of mental disorders and physical disabilities, a consequence of the conflict, further exacerbate the situation. The overall objective of the LHSS programme is to improve efficiency, effectiveness and quality of health service delivery in Libya. Its purpose is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions.
After an initial assignment of the Communications Expert conducted since August until October 2017, it became obvious that long term support is required to allow the Technical Assistance Team to effectively manage the challenges the LHSS Programme is confronted with and that are related to the fact that the organisational structure of the MoH needs to be redesigned and re-established taking into consideration the Country’s acute and urgent needs as well as medium- and long-term goals regarding compliance with international benchmarks for effective and efficient administration of the health care system.
Specific objectives of the mission
Taking the above into consideration, the expert is needed to support the MoH and other LHSS stakeholders not only in communication related activities, but also in the conceptualisation and operationalisation of trainings, study tours, and conferences on a continuous basis. The overall aim of this function is to maximise synergies in the use of resources, address strategic objectives and avoid duplication of efforts. Essentially, this entails 1) Communication 2) Field coordination, 3) Operations, 4) Liaison / partnerships, and 5) Advocacy / PR / visibility.
As lead for Communication and stakeholder coordination the Expert will work in close cooperation with the Team Leader, the TA Team and key counterparts within the MoH, the CHSR and other relevant institutions to plan and implement core activities. S/he will have the supporting role for the LHSS, the Project Executing Agency (the Libyan MoH) and the TA Team in coordinating and fast tracking the implementation of selected activities of the LHSS programme.
In particular, the Expert will be tasked to
1) Advocacy / PR / visibility
· Assist with the establishment / development of MOH / NCHSR and NDC units and staff who is / will be responsible for Communications on relevant topics;
· Provide both class room and on-the-job training (capacity building) to MOH, NCHSR and NCDC staff on Communications (planning, strategies, modalities and related tools, impact evaluation, etc.) – using the action-based learning / learning-by-doing approach;
· Assist with the development and maintaining of media relations focusing on health sector reform and other relevant topics; advise on advocacy and visibility opportunities;
· Support implementation of communication activities and cooperation with other counterparts / development partners in this matter;
· Guide the Communications Expert at the GIZ office in Libya (if/when s/he is hired);
2) Liaison/Partnerships:
· Assist with the development of linkages and partnerships with government, civil society, UN Organisations and other Development Partners and stakeholders on topics related to health care and Health Sector Reform;
· Help with the planning, organisation and evaluation of events on the above topics and with results dissemination (communication);
· Assure appropriate reporting and presentation of achievements made in the framework of the EU-LHSS (according to EU visibility guidelines) – this would include the design and development of a LHSS website (with support from ICT Consultants)
3) Coordination:
· Devise, together with the Team Leader, a Communications and stakeholder coordination policy, strategy, and related mechanisms both internally (MOH and TA Team) and externally (with other stakeholders);
·Assure- as cross-cutting task – coordination with all team members and other actors in the health sector to strengthen and harmonise communications on health sector reform programs and activities (to create synergies and to increase effectiveness and efficiency of support provided by different partners and in different subsectors;
· Create linkages between projects (under the larger LHSS program) and support implementation / field coordination in Libya.
· Systematically check that activities implemented in the framework of the LHSS and related communication would comply with sector policies and priorities as defined by the MoH (and vice versa – as applicable);
· Consider aspects of inter-sector coordination (e.g. in the area of social security when striving for UHC through a mandatory social health insurance scheme);
· Support the Team leader and other experts with Monitoring and Evaluation activities (planning and implementation) and with reporting on LHSS activities and results.
4)Operations:
· Help organizing study tours for key MOH management staff
· Develop operational tools and instruments supporting the implementation of the above mentioned Communications policy and strategy:
– Data and information management system, related structures and instruments
– Web-conferencing, LHSS Programme Website / Facebook site
– Linkages with other Communication Platforms (related to HSR)
– Management of a pool of competent translators, interpreters
· Assist stakeholders (identified jointly by GoL and EU) with the development of their Communications policy and strategy.
Expected results and deliverables
By the end of this assignment, it is expected that the following results will be produced and deliverables submitted to the EU-Delegation and the MoH:
Medium to Long Term
· Communication strategy for the health sector disseminated, approved by relevant authorities, and in place (implementation);
· Communications unit at the MoH operational (staff available according to staffing plan, staff trained, regularly issued messages, reports, etc. on relevant topics);
· Website / Facebook site accessible providing updated information on LHSS implementation and issues relevant to Health Sector Reform in Libya;
· Coordination mechanism (e.g. HSR working group) established involving MOH and other national and international stakeholders / Development Partners to effectively plan and steer Health Sector Reform activities in Libya;
· Other results that maybe jointly defined during the implementation of the project
