Tunisia made significant steps in acknowledging gender-based violence (GBV) by passing Law 58 of 2017, the “basic law on the elimination of violence against women” (anti-GBV Law). The law provides a comprehensive approach by combining measures for prevention of violence and support for survivors, addressing the various forms of gender-based violence including physical, moral, political, economic, and social violence. Moreover, according to the new anti GBV law, it is the duty of the State to immediately respond to victims’ request for assistance and protection, support victims through the provision of necessary legal, social, health, and psychological assistance and facilitate their integration and accommodation. While the law is highly ambitious and progressive in advancing the rights of women and services available to victims of violence, it falls short in that it does not provide funding for the extensive, progressive programs and policies it mandates.
The Tunisian government requires significant assistance from the international community, and from trusted and reputable development partners such as ABA ROLI to support practical implementation of the law and provision of services for victims of gender-based violence. In cooperation with the Ministry of Women’s Affairs, ABA ROLI is implementing a program entitled Combatting Gender-Based Violence in Tunisia , to enhance the delivery of services to protect and assist GBV victims from the moment the victim calls or visits a shelter or listening center to the moment she is economically empowered or guided to another institution for additional assistance. The project is implemented in partnership with the Tunisian Association for Management and Social Stability (TAMSS) a Tunisian NGO that focuses on socio-economic empowerment of women.
ABA ROLI And TAMSS Will Accomplish The Following Objectives
ABA ROLI seeks an international expert to support the program with comparative examples/models and expertise from other countries or jurisdictions of support to women victims of violence. The expert should be able to provide follow and specialized support to stakeholders through hands-on learning, coaching, and training based on international best practice based on the needs identified under the project’s initial assessment and the lessons learned from capacity building activities of the project (training and local mentoring activities). The expert will work with MOWA staff as well as representatives from the CSOs who support shelters and listening centers through workshops discussions, trainings, and meetings toreinforce, mobilize, and increase the effectiveness and influence of shelters by providing a space for discussion on best practices. The expert should be able to provide comparative examples and shared experience on funding shelters through governmental initiatives, foundations and other private sector sources.
